Job Purpose :
\nTo provide technical inputs and guidance for correct funding of local governments through the grants system<\/p>\n
Key Functions
\n(1) Analyze local government\u2019s responsibilities to ascertain levels of service provision committed.
\n(2) Ascertain criteria applied when determining funding for local governments
\n(3) Analyze the level of funding provided in relation to service provision committed
\n(4) Review local governments funding in light of their responsibility with view of provision of equity and fairness in allocation of grants
\n(5) Make recommendations and to provide guidelines on how to operationalize equalization grants following fiscal capacity and service delivery assessment
\n(6) Coordinate fiscal decentralization strategy implementation
\n(7) Liaise with the Ministry of Finance Planning and Economic Development and line ministries on the funding of priority program areas<\/p>\n
PERSONAL SPECIFICATIONS
\n(a) Qualifications
\n(i) An Honors Bachelor\u2019s Degree in Economics or Statistics from a recognized Institution from a recognized institution;
\n(ii) A Master\u2019s Degree in Economics or Statistics, or MBA, MPA with a bias in Economics, from a recognized Institution
\n(b) Experience
\nAt least 3 years working experience in a public or reputable organization.<\/p>\n

\nTo support financial management in line with PFM Act 2015 and other Financial Regulations
\nKey Functions
\n1) To process staff personal emoluments.
\n2) To prepare budget estimates and compute all revenues.
\n3) To receive and disburse funds as authorized.
\n4) To maintain proper cash accounts and prepare both monthly and daily abstracts.
\n5) To prepare monthly and annual financial statements, reports and books of accounts.
\n6) Any other duties as may be assigned by the relevant authority.<\/p>\n
