Reference: LGFC\/SFA\/2025<\/p>\n<p>Job Title: Senior Financial Analyst<\/p>\n<p>Salary Scale: LGF-5<\/p>\n<p>Age: 30-45 Years<\/p>\n<p>Reports to: Principal Financial Analyst<\/p>\n<p>Terms of Appointment: 4 years renewable contract<\/p>\n<p>Directly Supervises:<br \/>\n. Financial Analysts<\/p>\n<p>Job Purpose :<br \/>\nTo provide technical inputs and guidance for correct funding of local governments through the grants system<\/p>\n<p>Key Functions<br \/>\n(1) Analyze local government\u2019s responsibilities to ascertain levels of service provision committed.<br \/>\n(2) Ascertain criteria applied when determining funding for local governments<br \/>\n(3) Analyze the level of funding provided in relation to service provision committed<br \/>\n(4) Review local governments funding in light of their responsibility with view of provision of equity and fairness in allocation of grants<br \/>\n(5) Make recommendations and to provide guidelines on how to operationalize equalization grants following fiscal capacity and service delivery assessment<br \/>\n(6) Coordinate fiscal decentralization strategy implementation<br \/>\n(7) Liaise with the Ministry of Finance Planning and Economic Development and line ministries on the funding of priority program areas<\/p>\n<p>PERSONAL SPECIFICATIONS<br \/>\n(a) Qualifications<br \/>\n(i) An Honors Bachelor\u2019s Degree in Economics or Statistics from a recognized Institution from a recognized institution;<br \/>\n(ii) A Master\u2019s Degree in Economics or Statistics, or MBA, MPA with a bias in Economics, from a recognized Institution<br \/>\n(b) Experience<br \/>\nAt least 3 years working experience in a public or reputable organization.<\/p>\n<p>(c) Competencies<br \/>\n(i) Technical<br \/>\n\u2022 Must have knowledge on Fiscal decentralization<br \/>\n\u2022 Understand Intergovernmental fiscal issues<br \/>\n\u2022 Possess Monitoring and evaluation Skills<br \/>\n\u2022 Understand Public Sector Reform<br \/>\n\u2022 Must have knowledge on Revenue enhancement<br \/>\nPossess Strategic Planning and Budgeting Skills<br \/>\n\u2022 Knowledgeable in analytical reviews performance reviews\/assessment studies and project implementation reviews<br \/>\n\u2022 Must have Research skills<br \/>\n\u2022 Possess Report writing skills<br \/>\n\u2022 Knowledge in project Planning and implementation<br \/>\n\u2022 Ability to analyze policy, write reports and Policy Briefs<br \/>\n\u2022 Computer literate<\/p>\n<p>(ii) Behavioral<br \/>\n\u2022 Self-driven and demonstrated ability to achieve results<br \/>\n\u2022 Effective communication<br \/>\n\u2022 Strong interpersonal skills<br \/>\n\u2022 Ability to organize and lead a winning Team<br \/>\n\u2022 Ethics and Integrity<br \/>\n\u2022 Time Management<br \/>\n\u2022 Be able to communicate effectively<br \/>\nNB: Those who had submitted application for this position need not to re-apply<\/p>\n<p>2.
