Mr. Ndifuna Mathias

Mr. Mathias Ndifuna is a retired Chief Administrative Officer formerly serving in Bushenyi, kamwenge, Butaleja, Buvuma, Kasese, Rukungiri, Kagadi and Ntungamo districts , with extensive experience in public administration and local government governance. He is a seasoned professional in Uganda’s decentralization framework, driven by a strong commitment to improving fiscal equity in intergovernmental transfers, enhancing transparency, and strengthening service delivery across Local Governments.

He holds a Master’s Degree in Development Studies from Uganda Martyrs University, a Postgraduate Diploma in Development Studies from Mbarara University of Science and Technology, and a Bachelor of Arts in Social Sciences (Public Administration) from Makerere University.

Mr. Ndifuna possesses in-depth expertise in Local Government Financial Regulations, Public Finance Management, and Decentralization, with strong practical experience in fiscal planning, monitoring and evaluation. He is highly skilled in conflict resolution, stakeholder engagement, and demonstrates excellent interpersonal, leadership, and organizational capabilities.

Throughout his career, he has successfully supervised and ensured effective budget implementation, mobilized communities around government policies, and supported the execution of diverse development programmes. He has chaired and guided both Technical and Statutory Committees of Local Governments, overseen local revenue mobilization, collection, and budgeting processes, and supervised Local Economic Development initiatives. Through his service as a public administrator, he has consistently engaged citizens and community leaders at grassroots level, fostering inclusive participation and accountable governance.
