In 1998, Mr Lomonyang started his political career as an LC111 Chairperson for Ngoleriet subcounty, Bokora county, Moroto district , He then served as a district councilor representing Ngoleriet subcounty. He was elected twice as a district council speaker from 2001 to 2010. In 2010 he was also elected as an interim Chairperson for Napak district local government.

In 2011 to 2021 he was elected as a district Chairperson, Napak district for 10 years: 2 terms consecutively.  From 2016 to 2018 he was elected as a regional chairperson representing Karamoja in the Uganda Local Government Association (ULGA)

From 2019-2021, He was elected as president of ULGA. In April 2023, ULGA nominated Joseph to the Minister of Local Government for onward recommendation to the Cabinet for approval and appointment by H.E the president Yoweri Kaguta Museveni as a member of the seventh (7th) Local Government Finance Commission. He is serving his first term in the Commission and pledges to serve with all the knowledge that he has attained in the course of serving the local government fraternity.
